BRIDGE CITY CENTER FOR YOUTH INVESTIGATION

On Saturday, January 12, 2013, around 7:00PM our officers responded to a report of a possible escape from the Bridge City Center for Youth (BCCY), located at 3225 River Road in Bridge City. The original call came into our 911 Center from a volunteer firefighter who was in the area when he noticed what he believed was a suspicious looking grey Pontiac Grand Prix parked outside the gated facility near the fence. The firefighter slowed to observe the occupant of the Pontiac which he could see was a black female driver. She immediately fled striking the firefighter with her car. He was not injured. The license plate on the Pontiac was provided to the 911 operator. A registration check on the license showed ownership to a subject identified as Eddie Fitzgerald of New Orleans. JPSO Sergeant Jeffrey Villemarette conducted a follow-up investigation into this matter and quickly determined Shantel Fitzgerald to be the driver of the Pontiac as it fled from the scene. She is the daughter of the owner of the vehicle.

Sergeant Villemarette obtained an arrest warrant for Shantel Fitzgerald. Once located, Fitzgerald confessed to receiving a telephone call from an associate of an individual identified as Ronald Delaney. That individual was only identified by the nickname of "Dooda Man". Arrangements were made for this subject to introduce contraband into the BCCY. Fitzgerald admitted to purchasing food items and transporting "Dooda Man" and a second individual as “Dee Dee” who she could provide no additional information on, to the BCCY.

Fitzgerald told Villemarette once at the facility "Dooda Man" exited her vehicle and attempted to toss a backpack containing food items onto the grounds of BCCY. However, upon being unable to accomplish this task, he scaled the fence to ensure he reached his goal. After returning from the grounds of BCCY, "Dooda Man" reentered her vehicle. As they were attempting to drive away, Fitzgerald told Villemarette they were encountered by a male subject (firefighter) who approached her vehicle at which time she admitted then speeding away. Sergeant Villemarette further learned that “Dooda Man” was a 13 year-old whose brother, also a juvenile who was an inmate at the BCCY.

On Friday January 18, 2013 Sergeant Villemarette located the 13 year-old and transported him to the Investigations Bureau for questioning. The juvenile arrestee confirmed Shantel Fitzgerald’s account of the incident. Efforts are underway at this time for Sergeant Villemarette to obtain an arrest warrant for Ronald Delaney, the second individual involved in this matter, charging him with Introduction of Contraband into a Correctional Facility.
