SUSPECT ARRESTED FOR 18 COUNTS OF VIDEO VOYEURISM

Sheriff Newell Normand announces the arrest of Frank D. Hill Jr., W/M, 45, of 6316 Kawanee Avenue in Metairie.
Hill was booked with 18 counts of Video Voyeurism after he confessed to placing a camera in the ladies restroom at the Heritage Plaza office building located at 111 Veterans Blvd. in Metairie. Hill told investigators he also placed a camera in a fenced area surrounding a garbage dumpster at Melody and Veterans Blvd. during Mardi Gras in an attempt to catch female parade goers looking to relieve themselves.
Personal Violence Detective Louis Ratcliff was first notified of this matter on March 8, 2012, immediately following Frank Hill’s employer discovering the illegal video activity being orchestrated by Hill at his place of assignment at 111 Veterans Blvd. while working there as a security guard at the office building. The employer seized Hill’s video recording device along with his computer for investigative purposes and in turn surrendered the items to Detective Ratcliff. Hill admitted to placing the cameras in the restrooms between February 1, 2012 to February 23, 2012 between the hours of 10PM-7AM. Hill placed the camera near the dumpster from February 10 to February 17. Hill told Detective Ratcliff he placed a hidden camera which was contained inside of a coat hook in the ladies restroom in order to capture compromising video of women using the bathroom so he could later masturbate while viewing the video. Video forensics are being conducted at this time on the equipment belonging to Frank Hill.
Hill has no prior criminal history.
