Sheriff Newell Normand reports, around 7:00pm on Sunday, July 30, 2017, our officers responded to reports of gunshots in the 1600 block of Ester Street in Harvey. Responding officers located what they believed was a crime scene, at the intersection of Estalote Street and Aimee Street based on the presence of multiple spent shell casings and shattered glass. Shortly thereafter, we were notified by Ochsner Medical Center-Westbank, that a male victim was dropped off at the emergency room suffering from gunshot wounds. The victim, identified as Torey Payne, B/M, 18, of 2328 Mathis Street in Harvey sustained a gunshot wound to the head and neck. Given the severity of his injuries, Payne was transferred to University Hospital, where he was pronounced earlier this morning.
In a follow-up investigation conducted by Homicide Detective William Roniger, it was learned that Torey Payne was sitting inside of a Toyota Tacoma pick-up truck with several friends, near the intersection of Estalote Street and Aimee Street. According to the witnesses, several unidentified black male suspects approached the vehicle and began firing into it. Upon realizing Payne sustained the gunshot wounds, they transported him to an address in Algiers, and then on to Ochsner Hospital. None of the other occupants in the vehicle were injured.
The vehicle Payne and the others were sitting in was a 2014 Toyota Tacoma pick-up truck, determined to have been stolen from Algiers earlier that same morning. The Tacoma was subsequently discovered in Algiers and was towed to our Crime Laboratory for processing.
We have yet been able to determine a motive in the murder of Torey Payne, nor have we identified any named suspect(s). Anyone with information in this matter is asked to contact Detective Roniger at 504-364-5300 or CRIMESTOPPERS.
